PAST EVENTS outcomes;

Living with Multiple Conditions; Issues, Challenges and Solutions

Over 100 delegates from the voluntary sector, NHS and Scottish Government gathered at the Falkirk Wheel on Thursday 3 February to raise awareness of issues affecting people living with long term conditions, explore challenges for individuals, services and communities; and look at identifying solutions.

Event Chair, Audrey Birt, Breakthrough Breast Cancer Care set the scene for conference and Professor Stewart Mercer and Professor Frances Mair provided an overview of the research that currently exists in relation to multiple conditions, including early findings from the national research programme.

Delegates then heard from Mike Martin, Joint Improvement Team who gave an insight into how agencies can better work in an integrated way that recognises, and responds to, the broad range of needs experienced by people living with multiple conditions.

Throughout the day, delegates discussed in groups 'what good quality support looked like' and ‘how they could identify solutions’, these discussions generated questions for the afternoon panel of speakers including, Professor Sally Wyke, Colin Mair - Improvement Service, Andy Carver - British Heart Foundation, Anne Hendry - Scottish Government and Ian Welsh - LTCAS.

LTCAS will be pulling together a report of the key themes, outcomes and recommendations from this conference.

LTCAS would especially like to thank Pat Stewart and Melanie MacLean for their valuable time and input and sharing their personal experiences of living with multiple conditions.





Radio Show Airs Pain

An Award Wining Radio Show, the first of its kind, is providing information and support to the 7.8 Million People in the UK who Live with Chronic Pain.

Airing Pain is the first internet radio show to tackle the problems of living with chronic pain. Produced by people in pain, for people in pain, Airing Pain is broadcast on the web at Able Radio.com fortnightly on Tuesdays at 11am and 8pm. Podcasts and CDs of each programme are available and remain available to listeners as a ready support system.

Programmes so far have covered neuropathic pain, children and young people in pain, diet and healthy living with pain, visits to pain clinics across the country, work and benefits. Future shows will include topics such as self management of pain, treatment options, staying active and pelvic pain. The programmes cover stories of people’s own experience of pain, interviews, and Q and A sessions with healthcare professionals.

Airing Pain is produced with help from a number of health professionals such as Dr Beverly Collett, and experienced producers such as Lional Kelleway and Paul Harvard Evans.

“We want to give pain a voice. We know that people have great difficulty in accessing the information and support that they need to be able to manage their pain properly, and we feel that radio takes information about pain, about the best help that’s possible, about self management right into the person’s room.” (Heather Wallace, Pain Concern)

Turning up the Volume – a stronger voice for patients and the public in healthcare matters

NHS Quality Improvement Scotland will change to become Healthcare Improvement Scotland on 1 April 2011.

Healthcare Improvement Scotland will have some new functions and the ways in
which we do our work will also change. Their purpose remains the same - to
improve the quality of healthcare for the people of Scotland. Their vision for
involving people will be continued through our Involving People Network,
and strengthened to make sure that the views and experiences of patients and the
public are used to drive improvements in the quality of healthcare services.

Free comedy workshops and courses for people with long term conditions

Universal Comedy, a Glasgow based charity and social enterprise set up in 2004 by people with ill health, has been successful in securing funding over 3 years from the Esmee Fairbairn Foundation to provide comedy workshops and training courses free of charge to people with long term conditions. The funding will enable people in the Greater Glasgow, Edinburgh and the Lothians areas and across Scotland to attend free comedy workshops and training courses aimed at improving confidence and self-esteem and reducing the social isolation and depression that ill health can cause.

Living well with long term conditions: Valuing experience and community assets - 9 March

The Long Term Conditions Collaborative are hosting their final event on the afternoon of the 9th March. This event will focus on Valuing Experience and Community Assets and will showcase the ongoing LTC Better Together patient experience workstream and General Practice support for self management Links Project outputs.

The outcomes of the session are:
• To demonstrate good practice in valuing and using experience to deliver improved outcomes

Emotional support matters for the 2 million people living with long term conditions in Scotland

The Scottish Government and Long Term Conditions Alliance Scotland (LTCAS) have published a new report, Emotional Support Matters, highlighting the need for better psychological and emotional support for people who live with long term conditions.

Launching the Emotional Support Matters report, Nicola Sturgeon, Cabinet Secretary for Health and Wellbeing said:

"Perhaps the most striking message is that if we take opportunities to meet people's emotional and psychological needs along their journey, then it's much less likely they'll have to recourse to formal psychological interventions.

The overwhelming message is about how listening and compassion can promote people's inherent capacity for self-healing."

LTCAS Chief Executive Ian Welsh added:

“Mental health problems such as anxiety and depression are the most common complications associated with living with a long term condition. Despite this, people’s emotional needs are often overlooked and a significant opportunity to prevent more serious mental health problems is missed.

We hope the launch of our report, along with the findings of the Living Better project, will help all of those involved in supporting people living with long term conditions to urgently address this gap in support and services.”

The report came on the same day as a major national conference launched the findings of the three year Living Better project which has aimed to improve the mental health of people with long term conditions. The project was funded by the Scottish Government and led by the Royal College of General Practitioners (Scotland) in partnership with the Mental Health Foundation and University of Stirling. Impact of VAT Rise on People Living with Long Term Conditions in Scotland



With the increase in Value Added Tax (VAT) to 20 per cent, the poorest tenth of the UK will be hit more than twice as hard as the richest tenth.
The strong correlation between having a long term condition and being in poverty means that people living with long term conditions will represent a large proportion of those worst affected by VAT rise.
The increased cost of living will disproportionately affect people living with long term conditions, many of whom will already have higher than average outgoings.
Furthermore, people with long term conditions will face increased financial barriers to managing their conditions, for example, increased cost of healthy eating, private exercise classes, social activities, alternative therapies etc.

Impact of Welfare Reform on People with Long Term Conditions

At our recent Meet the Leaders event, Annabel Goldie MSP said she would pass on our concerns over welfare reform to Iain Duncan Smith MP. After consulting our member organisations in a call for information, we have compiled a report to express the views and concerns of our members.

A summary of our key points is as follows:

The current reforms are causing significant concern and anxiety among LTCAS members and those they represent.

Where people are able to work they frequently face significant barriers to finding, and sustaining, employment. Any drive to move people into work must also focus on reducing discrimination and improving the capacity of employers to support employees with long term conditions.
Many people with long term conditions are able to work but require support to manage their condition. Much of this support is under threat as public service cuts take hold.
There continue to be significant issues with the Work Capability Assessment. It does not effectively identify the impact of many conditions – particularly those that are hidden and/or fluctuating – to be taken into account.
It must be acknowledged that a small minority of people are unable to work and need to be far better protected from poverty than they are at present.
There is a real risk that current welfare reforms will push more people into a cycle where poverty and health worsen and they move further from, not closer to, the labour market. This will further exclude an already disadvantaged group and increase pressure on other public services.

Commission on the Future Delivery of Public Services publishes report

The Christie Commission Report, published today, calls for radical reform of Scotland’s public services, in both delivery and culture.
It identifies unprecedented challenges to the public sector in terms of sharply reduced budgets and increased demand from a changing demography and growing social need.
The Commission’s report concludes that nothing less than an urgent and sustained programme of reform embracing a new collaborative culture will allow Scotland to deal with a fiscal landscape where budgets will not return to 2010 levels for 16 years.
Its recommendations are informed by evidence drawn from more than 200 written submissions and around 100 meetings with the users and providers of public services.
Chaired by Campbell Christie CBE, the independent Commission was established by Alex Salmond, the First Minister, to examine the delivery of public services and produce a ‘road map’ for reform to improve quality and ensure financial sustainability given the significant challenges ahead.
It found systemic shortcomings in the current services and asserts that future arrangements must:
• Empower individuals and communities receiving public services by involving them in their design and delivery
• Integrate service provision and improve outcomes by ensuring public services work in partnership
• Prioritise preventative spending to reduce demand and inequalities
• Improve efficiency to raise performance and reduce costs

Key recommendations include:
• Tightening oversight and accountability of public services, introducing consistent data-gathering, benchmarking and performance comparators

• Giving Audit Scotland a stronger remit to improve performance and save money across all public service organisations, and merging the functions of the Auditor-General and the Accounts Commission

• Introducing a new set of statutory powers and duties, common to all public service bodies, focused on improving outcomes and with a presumption in favour of preventative action and tackling inequalities

• Making provision in the proposed Community Empowerment and Renewal Bill to embed community participation in the design and delivery of services

• Forging a new concordat between Scottish Government and local government to develop joined up services, with funding contingent on integrated provision

• Implementing new inter-agency training to reduce silo mentalities, drive forward service integration and build a common public service ethos

• Devolving competence for job search and support to the Scottish Parliament to achieve the integration of service provision in the area of employability

• Applying commissioning and procurement standards consistently and transparently to achieve competitive neutrality between suppliers of public services

• Reviewing specific public services in terms of the difference they make to people’s lives, in line with the reform criteria set out by the Commission


Commenting on the publication of the Commission’s report, Campbell Christie said: “The need for reform is clear. So, we believe, is the way forward. The process of reform must begin now and I would urge the Scottish Government to act quickly and decisively and to use our recommendations as a route map for the difficult journey ahead.

“This is not solely a matter of fiscal necessity but a once in a generation opportunity to implement radical reforms that will provide improved public services that are better focused on the needs of the people they seek to support.

“Central to this reform process is empowering individuals and local communities by involving them in designing and delivering the services they use and requiring public service organisations to work in partnership to improve outcomes and reduce duplication.

“We must also focus on tackling the cycle of deprivation and low aspiration that has blighted so many communities by prioritising preventative spending to tackle the root causes of the social problems that put such huge pressure on our public services.”

LTCAS members and Christmas Networking event and lunch will take place on Friday 9 December, 9.45am arrivals for a 10.15am start. This event will focus on employability for people living with long term conditions. Speakers confirmed include:

• Lynda Irvine, Skills Development Scotland showcasing the RPL Profiling Tool
• Pippa Coutts, Supported Employment Development Consultant
• MacMillan Cancer Support

The session will include a mixture of speaker sessions and plenary sessions where delegates can share good practice. The event will be followed by a Christmas networking lunch.

It would be great if you could join us at this event at the LTCAS Hub, 349 Bath Street. See attached the draft agenda for the day. To confirm your place please email event@ltcas.org.uk and include any catering or access requirements. Please pass details of this event round your colleagues.

LTCAS Annual Conference in partnership with the Scottish Government on 27 March 2012 will be looking at Employability, Poverty and Welfare Reform. Carole Millar Research is undertaking research on behalf of Health Rights Information Scotland to test the usability of various documents which are being put together in order to inform the public about their rights and responsibilities as patients of the NHS in Scotland. These documents are being developed following the passage of the Patient Rights (Scotland) Act 2011 which places a duty on Scottish Ministers to publish a Charter of Patient Rights and Responsibilities.

The Gathering - LTCAS Workshop

LTCAS are hosting an event at SCVO's the Gathering on "Twelve Propositions for Social Care." The session will be held from 10.00am - 11.30am. Sign up to this session here

LTCAS, with a range of partners, has been working to ensure the voice of people living with long term conditions is heard, and has an impact, within debates on the future shape of Scotland’s public services. Nowhere is this more relevant than in relation to social care, and the move to integrate health and social care, shift to preventative spend and adopt approaches that build individual and community capacity.

As we digest the Scottish Government’s plans for health and social care integration, and look to the next round of the Change Fund for Older People’s Services, LTCAS and partners invite delegates to join them, along with key speakers, to examine what these plans mean for the third sector and those they represent.

The session will build on the recently published “Living well with long term conditions; Twelve Propositions for Social Care” along with the report of the ‘Long Term Conditions and Social Care dialogue event’ held in September 2011.

The Gathering

SCVO's The Gatheirng brings together people from across Scotland and from all parts of the sector. The Gathering is the largest event of its kind in the UK.

The Gathering incorporates an exhibition and marketplace with over 100 exhibitors, as well as a packed events programme including over 50 workshops and seminars led by voluntary organisations, social enterprises, government, the media and companies who work with and alongside the sector.

Visitors can also enjoy a range of of product and service launches, entertainment, interactive activities as well as fantastic networking opportunities.

This project below may be of interest to those of you with a dual diagnosis of CFS or ME. I have emailed Liz to see if it is ok for people amongst our group with a fibro diagnosis and or chronic fatigue in association with their HMS. I will let you all know if there is a problem but I should think this will be right up your street! So get involved!

Work4ME Pilot Project


This pilot project is being run by a group of professionals in Scotland who are determined to lessen the negative impact that ME/CFS has had on their careers, earning potential and self esteem and to regain some level of control over their working lives. Their goal is to develop a co-operative, umbrella framework that will give members access to self-managed, sustainable employment or self-employment opportunities within a supported on-line environment.

Dear LTCAS member /associate


‘Changing Support, Changing Lives’ is a three year project to help service providers get better at delivering self directed support. Self directed support is a way of giving people more choice and control over the services they use.

Different organisations are involved including: Scottish Consortium for Learning Disability (SCLD), ENABLE Scotland, In Control Scotland, LTCAS and Institute for Research and Innovation in Social Sciences (IRISS).

People who use services should be involved in developing this project. We want to set up a group to do this. The group will:
• Learn about self directed support
• Learn about the ‘Changing Support Changing Lives’ Project
• Give their views about the project as it goes along
• Make sure the views of people that use services and carers influence the way the project develops
• Take part in evaluating and monitoring ‘Changing Support, Changing Lives’.

LTCAS are looking for members for the new reference group to develop this project. This includes people with long term conditions who use social work services, carers and professionals.
